Southwest Airlines Implements Checked Bag Fees Amid Major Policy Overhaul

New fees apply to bookings made on or after May 28

In a significant shift from its long-standing customer-friendly baggage policy, Southwest Airlines has officially begun charging passengers for checked bags as of May 28, 2025. The move marks the end of an era in which the airline stood out in the industry by offering two free checked bags on all fares—a key differentiator that helped build its loyal customer base.

Under the new policy, passengers booking or modifying flights on or after May 28 will be charged $35 for the first checked bag and $45 for the second. Additional fees will apply for overweight and oversized luggage. These changes do not apply retroactively to tickets purchased before the effective date.

Who Still Qualifies for Free Checked Bags?

While the new fees apply broadly, some Southwest customers will retain access to complimentary checked baggage based on their fare type or loyalty status. According to the airline:

  • Rapid Rewards A-List Preferred Members and travelers on Business Select or the upcoming Choice Extra fares will still receive up to two free checked bags.

  • Rapid Rewards A-List Members and Rapid Rewards credit card holders are entitled to one free checked bag.

These updates are part of a broader transformation at Southwest as the airline reevaluates its business model to remain competitive. In addition to the introduction of baggage fees, the carrier is planning to phase out its signature open seating policy, a hallmark of the brand since its inception. In its place, Southwest will roll out extra legroom seating options, adding more choice—and cost—into the booking experience.

A Strategic Shift in a Competitive Landscape

Southwest’s decision to align more closely with industry norms comes amid mounting financial pressures and increased competition in the low-cost carrier market. By introducing ancillary fees, the airline aims to generate new revenue streams while continuing to invest in passenger experience upgrades.

The bag fee rollout is part of what Southwest describes as a “major slate of changes” designed to modernize its offerings. While some longtime customers may be disappointed by the shift away from the airline’s famously inclusive pricing, others may welcome the added flexibility and new fare options.

For now, travelers who value Southwest’s traditional baggage policy will need to act quickly when booking—only tickets purchased before May 28 remain eligible for the two free checked bags across all fare levels.
